最近睇報紙,看到句句子However, it has no statutory power to have such offenders punished.想問的係句子點解會咁寫,個offenders明明係object,係punish的對象,唔係應該擺係最後咩?e 隻係咩句子結構黎?However, it has no statutory power to punish such offenders 如果咁寫有咩分別?thx!

Writer make you focus on "it" which has not statutory power more than
the offender who's been punished

actually imply
"I have my hair cut by somebody" (not myself)

既然話得 "it" 冇 power punish d offenders, 自然就會諗到係 It wants to punish the offenders, but no power to do so.
個 punish 係個 it 執行
但係佢用  have such offenders punished
就會變成係佢冇 power 搵人 punish 佢

所以

呢句感覺比較正常

因此你那句並沒有問題 , 因為 offenders 是 punish 的 受詞。
至於誰 punish 那些 offenders , 並不重要。
