CUHK School of Journalism and Communication is the first in Hong Kong. I can say it provides a broad learning experiences as they do not restrict your learning areas.
HKBU is more limited but it is very well-known and well-developed. They have BJ, IJ, CJ, which are in my opinion, very restricted. But of course, you can take different courses when you are in but you need to fulfill most of your credits in your major.
Not so clear about HKU, but its AL admission grade is high and is indeed competitive due to the small intake. There're several TVB reporters graduated from HKU Journalism (for sure in postgraduate level). But I think the environment in HKU is very good and you can actually take other courses with your remaining credits. I don't really know about CityU, and perhaps you should have been to the info day and ask more about it?
BTW, are you AL candidate or DSE candidate? Because BU School of Communication is going to use a broad-based enrollment for DSE students. That means you all study the same thing in yr1 and choose major in yr2.
But if you are interested in working in the journalism or media sector, all I can say is a Bachelor of Journalism is not really compulsory...You know the famous reporter Ng King Chun in TVB is a graduate from CUHK government & public affairs~ (Source: http://zh.wikipedia.org/wiki/%E5%90%B3%E7%92%9F%E5%84%81)
