The mean mark refers to the borderline of strong E / weak D. In this case, for instance, 28.57 out of 84 (34%) MUST secure an E,though it's close to D Grade.
33~34 marks (40%) MUST have a D Grade this year (even the HKEA won't be glad to see the mean mark this year, as this is EXTREMELY LOW and terrible indeed!!!).
I reckon the normal mean mark should be 50+-5% (i.e. 38~46 marks over 84).
